Wraparound is a family-centered, strength-based philosophy of care used to guide service planning for students with or at-risk of Emotional and Behavioral Disabilities (EBD) and their families. As a philosophy of care with a defined planning process, wraparound results in a uniquely designed individual plan for a child and family to achieve a set of outcomes that reflect family/youth voice and choice. Integrated through related service structures in schools (i.e. special education, early intervention, school-wide discipline planning, etc.), the wraparound approach can facilitate proactive partnerships among families, schools and other community representatives.

Lucille Eber, Ed.D., is the Statewide Coordinator of Illinois’ Emotional and Behavioral Disabilities (EBD) Network, sponsored by the Illinois State Board of Education (ISBE). In addition to statewide coordination of technical assistance and evaluation related to wraparound and interagency initiatives, this statewide network also coordinates technical assistance and evaluation for Illinois' Positive Behavioral Interventions and Supports (PBIS). This involves the development of school-wide positive discipline systems for all students in Illinois schools. Formerly the Deputy Director of LADSE, Dr. Eber directed LADSE’s Project WRAP (1990-1996), which led to LADSE restructuring special education services for students with emotional and behavioral disabilities into the wraparound-based EBD Network. Dr. Eber is a former board member of the Illinois Federation of Families (IFF), which was initiated through LADSE’s Project WRAP and she is a current board member of the national Federation of Families for Children’s Mental Health (FFCCMH). She provides training and consultation to school districts and mental health agencies across the United States, Canada, and Australia and has numerous publications on school-based wraparound and positive behavior interventions and supports.
